Reid Charles
After High School, I attended Wichita State University where I received both a BA(64)in Political Science and a MA(70)in Political Science and Public Adminstration.I also did graduate work at Tulane University. During this time period I served in the Air Force.I met my wife Mary Rouland at Friends Church in Wichita. Mary attended Friends University and Newcomb College. We have two sons Shea and Rouland.
In 1965, I began a career in local government management and planning. A career that has had us living in seven states and my working for a time in West Africa (Monrovia, Liberia). Since 1992, we have been living in Michigan. I have held staff positions in Newton, Kansas; New Orleans, Louisiana; Brookline, Massachusetts and Kansas City, Missouri. My first City Manager position was in Lincoln, Nebraska followed by Shreveport, Louisiana; Ankeny, Iowa; Agawam, Massachusetts; Easthampton, Massachusetts; Monroe, Michigan; Mt. Morris, Michigan and Harbor Beach, Michigan. Over the years I have served on several State and National task forces dealing with municipal problems including management, finance and planning. After retiring, I have been providing interim management services to troubled communities in Michigan.
I am both a Charter and Life member of two City Planning Associations, American Planning Association (APA) and the American Institute of Certified Planners (AICP) and also a member the International City/County Management Association (ICMA).
I have been very fortunate that my wife and sons have been supportive of my career and the moves. For the past 12 years, Mary has been a Research Analyst for the Michigan Municipal League. Our oldest son (Shea)graduated from the University of Massachusetts and did his graduate work at Eastern Michigan University in Public Adminstration. He is currently serving as City Manager of Howell, Michigan. Shea is married and has one son. Our youngest son(Rouland) graduated from the University of Toledo in education and Masters Degree from Towson University in Educational Adminstration. Rouland is a teacher in the Baltimore County Schools. He is married and has three daughters.
In 1993, I was diagnosed with an advanced case of Glaucoma in both eyes. After 29 major eye surgeries and another 35 plus minor eye surgeries, I am now legally blind in my right eye. Glaucoma has changed our life style.
Mary and I have not been in El Dorado for ten years. We are looking forward to seeing old friends at the reunion.
