William Parker
Duties involve participation in Open Skies Aircraft Certifications, and Pre-flight Inspections, Equipment Certifications and Point of Entry Inspections for the Chemical Weapons Convention (CWC), Strategic Arms Reduction Treaty (START) Point of Entry Inspections and International Atomic Energy Agency (IAEA) Equipment Inspections. Each inspection is done to ensure only certified and approved equipment is used during the conduct of Arms Control Treaty missions, and is done prior to and in some instances after the foreign inspection teams complete each inspection.
EDUCATION Received a BS degree in Management from George Mason University August 1982. Completed the Marine Corps Command and Staff College March 2002, no degree conferred.
CURRENT ASSIGNMENT Senior Technical Security Specialist, Operations Support Equipment Branch, Technical Equipment Inspection Program. Primary duties include branch lead for the Open Skies Treaty and alternate for START, CWC, and IAEA agreements. Responsible for conducting Point of Entry Pre-flight Aircraft inspections of all foreign aircraft certified for use under the Open Skies Treaty, and facilitation of Pre-flight Inspections of the US Open Skies Certified aircraft the OC-135. Conducting these inspections either in the US during Passive Open Skies missions or O'Conus during Active Open Skies Missions. Support to other treaties and agreements are on a case by case basis and have been driven by short notice inspection timelines and personnel availability.
PREVIOUS ASSIGNMENTS Employed by the Federal Aviation Administration in various positions including communications management and security specialist Oct 1988 - Nov 1995.
United States Marine Corps Reserve Field Radio Operator (Enlisted Jan 1979 - May 1981), assigned to Marine Air Control Squadron 24, Damneck, VA; Officer Candidate May 1981; and commissioned 2nd Lt Aug 1982. Current reserve rank is LtCol, and assignment is Command and Control Systems Officer attached to HQMC, C4 IMA Detachment.
MAJOR AWARDS AND DECORATIONS
Outstanding performance each year since becoming an employee of OSIA now DTRA (Nov 1995-present).
Other awards include the National Defense Service Medal, Select Marine Corps Reserve Medal, Armed Forces Reserve Medal, Joint Meritorious Unit Award, and Meritorious Unit Citation.
