Richard Stacy
After Graduation from DHS, Army Ft. Leonard Wood, MO as part of the National guard "6/6" program.
Married Karen King, Aug. 1961.
BA, UW, Political Science 1964.
JD, UW law school 1967.
worked summer 1961 at Dave Johnson Power plant, Glenrock shooting coal at the mine. (biggest boom in Wyoming every 4 or 5 days).
Summer 1962 Drove Water, gravel and hot mix trucks on interstate job just west of Douglas.
Summers of 63-67, drilled seismograph shot holes and cored coal for Stacy Drilling in Montana, Ohio and Colorado.
1967 employed by Wyoming Statute Revision Comm. to draft first revision of Wyo. Education statues since statehood.
1967-1972 Assistant Attorney General State of Wyoming (Helped establish the Division of Criminal Investigation; Handled about 1/2 the criminal appellate load for the state briefing and arguing cases in Wyo. Supreme court.
1972 to 1975 Assistant United States Attorney. Tried wide variety of criminal cases.
1975 - 1981: Private practice of Law, wheatland, WY. My partner and I handled all of the legal work for the design, permitting and construction of the Laramie River Station, a state-of-the art $1.5 Billion (1975 dollars)1,500 megawatt power plant together with about 500 miles of 345kv transmission lines.
1981-1994, United States Attorney for the District of Wyoming, Appointed by President Reagan. Chief federal law enforcement officer for entire state. Worked on a daily basis with the FBI, DEA, State DCI, Secret Service, USFW, IRS, BLM, NPS, DCIS, USAF and multiple other state and federal agencies. Transformed the office from a very small (3 assistants) and fairly inconsequential one, to one of the most effective and efficient small United States Attorneys offices in the nation -- with 14 assistants and the ability to tackle complex cases in both the civil and criminal arenas. Served 5 years on the U.S. Attorney General's Advisory committee of United States attorneys.
1994-2000, United States Administrative Law Judge, San Jose California.
2000 retired.
