David Rico
Dr. Rico has been a technical leader in support of multi-billion-dollar government agencies, portfolios, programs, and acquisitions for over 42 years. These include IRS, Exelon, National Grid, ODNI, CMS, U.S. Courts, SSA, Federal Reserve, CIA, DIA, NSA, NRO, GSA, Army, Navy, U.S. Embassy, DARPA, DISA, Air Force, and NASA. He specializes in change, portfolio, program, project, systems and software engineering management. He has led over 30 change initiatives based on Cloud Computing, SAFe, Agile Project Management, Scrum, Kanban, Lean Six Sigma, DoD 5000, Enterprise Architecture, SOA, Web Services, CMMI, ISO-9001, SW-CMM, Baldrige, TQM, etc. He has directly captured, managed, or supported numerous multi-billion programs such as Medicaid Systems, Realtime Analytic Systems, Private Clouds, Data Warehouses, Global Networks, Encryption Key Systems, Identity Systems, Virtual Casefile Systems, Satellite Constellations, Fighter Jets, Unmanned Aerial Vehicles, Military Attack Helicopters, Intercontinental Ballistic Missiles, Heavy Launch Systems, Missile Defense Systems, Command and Control Systems, Logistics Systems, Space Station, Ground Control Stations, Large Scale Engineering Development and Test Environments, and Intelligence Community Oversight. He's given over 290 keynotes, conference appearances, lectures, and training courses on Lean and Agile Thinking to over 135,000 people; published articles in leading peer reviewed scientific journals; and authored the first textbooks on the Business Value of Agile Methods and CMMI. He also taught part-time at seven Washington, DC-area universities on organizational leadership, business management, information systems, and systems engineering. He is a Certified PMP, CSEP, EBAS, BAF, FCP, FCT, ACP, CSM, SAFe SPC, SAFe LPM, SAFe RTE, SAFe APM, SAFe Agilist, DevOps Expert, AWS Cloud Certified Professional (CCP), Professional Scrum with User Experience (PSU), AIPMM APM, and S@S Practitioner. He holds a B.S. in Computer Science, M.S. in Software Engineering, and D.M. in Information Systems. He’s been in IT since 1983.
