George Madden

George Madden is a Project Licensing Engineer for FPL/Insight Global Holdings, LLC on the Turkey Point Unit 6 & 7 Combined License (COL) Application Project prepared by Bechtel Power for Florida Power & Light Company, New Nuclear Projects (NNP), in Juno Beach, FL. In this function, Mr. Madden reports to the FPL Licensing Manager, NNP and is responsible for client review of COL application documents (specifically FPL Organization, Security & Emergency Planning documents) in accordance with industry writer’s guides, NRC regulations, and NEI guidance. In addition, George is the FPL representative on the AP1000 APOG
Generic Communications & Security Teams and NEI Security Task Force.

In 2007, Mr. Madden was the Project Licensing Manager for Excel Services Corporation on the River Bend Combined License (COL) Application Project being prepared by Black & Veatch (B&V) for Entergy Louisiana, LLC. In this function, Mr. Madden reported to the B&V Project Manager and was responsible for directing the assembly of the COL application document in accordance with industry writer’s guides, NRC regulations, and NEI guidance.

Prior to these assignments, Mr. Madden was a principal licensing engineer at Florida Power & Light Company's St. Lucie Nuclear Power Plant. In this function, Mr. Madden reported to the Licensing Manager and was responsible for coordination of the St. Lucie Plant regulatory interface among FPL, the Nuclear Regulatory Commission (NRC) Resident Inspectors, and NRC Headquarters staff in Washington, DC. Areas of expertise include environmental licensing and Endangered Species Act consultations, reactor operator licensing, security licensing, emergency planning licensing, ASME Code relief, and facility license amendments. Significant projects included serving as a team member of the St. Lucie Plant License Renewal team, Steam Generator Replacement on St. Lucie Unit 1 and 30% and 42% steam generator tube plugging amendments for St. Lucie Unit 2. George was the FPL representative to the Westinghouse Owners Group Licensing Subcommittee for the St. Lucie, Turkey Point, and Seabrook Plants. George Retired from FPL in November 2005.

Mr. Madden began working for FPL in 1984. He has held a variety of positions, including licensing engineer, corporate licensing supervisor for the St. Lucie Plant and the Turkey Point Nuclear Plant and acting licensing manager at St. Lucie Plant. He has worked in the nuclear industry since 1965 in various operating, educational, engineering, and regulatory areas. He was a U.S. Navy nuclear submariner, a nuclear systems instructor at the General Dynamics Electric Boat Division, and test engineer and licensing engineer at Consumers Power Company Midland Nuclear Project. Mr. Madden has earned a certification as a senior reactor operator at the Midland Nuclear Plant.

Mr. Madden is a graduate of the University of New Haven and holds a Bachelor of Science degree in Mechanical Engineering from that institution and a Master of Science degree in Engineering Management from the Florida Institute of Technology. Mr. Madden achieved the enlisted rank of Senior Chief Machinist Mate, was commissioned in 1981, and in 1989, retired as a Lieutenant from the U.S. Navy Reserve.

A native of Teaneck, NJ, Mr. Madden is married and his extended family includes five grown children and six grandchildren. Mr. Madden has been a United Way loaned executive and was vice chairman of the 2001 St. Lucie County United Way Campaign. Mr. Madden is also a licensed realtor in the state of Florida.
