Jay Gould
Dr. Gould, a West Point graduate, is a Professor of Systems Engineering Management at the Defense Acquisition University. Under DAU’s Academic Governance, Dr. Gould is a Level IV professor (equivalent to SES) and has served on the Faculty’s Research Committee. Dr. Gould is in the Technology Engineering Department. He is a past Course Director of the Intermediate T & E Course. In addition to his teaching assignments, Dr. Gould served a concurrent tour with the Director, Operational Test and Evaluation, Live Fire Testing from ’98-‘02. In prior assignments, Dr. Gould taught Managerial Development facilitating the Senior (‘06/SES) Section of the Program Management Course in self-directed studies. He has been the Course Director of Total Quality Management in Manufacturing Management Department. His varied career traces its beginnings to his Grandfather's circus, West Point, and Army missiles. At Martin-Marietta, he served in various capacities in the design, development, testing, and fielding of the Titan I and II Weapon Systems and initial production of the Gemini. As the Director of Management Information Systems at Honeywell Aero Divisions, his team audited and evaluated Aero Divisional cost, schedule, and technical attainments on all NASA, military, and commercial products.
Dr. Gould reentered the field of basic and applied research at 3M Company. Using the scientific data from new non-related inventions, he managed the engineering design producing new dual use products to exploit niches in the commercial and military markets. As an accomplished researcher, Dr. Gould obtained three US patents. His invention of a non-lethal bullet is patented in the US and 17 Nations. As an entrepreneur, at Hi-Milage Vehicles Company, Dr. Gould was Chief Engineer for a vehicle that achieved 200 miles to a gallon of gas. His next move was to Litton where he conceived a non-weld technique for sealing an oven cavity to prevent microwave leakage, safety door interlocks and the microwave transparent dishes.
Dr. Gould's many and varied experiences include a Far Eastern assignment with Enercon Data Corporation for mass production an electronic system's low voltage control of high voltage circuits. Specifically, re-engineering a 3M patented transformer relay and control switches directly interfacing computers with electric control panels. He developed a non-patentable infrared sensor interface to control room lighting and illumination levels.
In the Defense Logistic Agency, he served at the Honeywell office conducting numerous technical, cost and process investigations of Honeywell Aero and Ground Systems products. Capitalizing on Dr. Gould’s president knowledge, the United States Air Force transferred him to the Ballistic Systems Division where he served as the Program Manager deploying the Peacekeeper Weapon Systems. Successfully completing Peacekeeper full operational capability and prior to joining DAU’s faculty, he served the Ballistic Systems Division as the Deputy for Total Quality Management. Dr. Gould is a protégé of the late Dr. W. Edwards Deming. Dr. Gould is certified by US Air Force as a Acquisition Professional in four career fields: Program Management; Systems Planning, Research, Development & Engineering; Manufacturing; and Test & Evaluation. His DoD and Service consultant activities include team building, strategic planning, conflict management, organizational restructuring, and career counseling.
Dr. Gould is a certified Myers-Briggs Type Indicator professional. He is listed in Who's Who in Engineering, Education, Business and Finance, America, and World. He has been a contributing editor for the Quality Observer an International Quality magazine.
In addition to his BS from USMA, Dr. Gould is a graduate of the Air War College, holds a Master of Science, Systems Management (MSSM, ‘90), a Master of Public Administration (MPA, ‘95) and a Doctor of Public Administration (DPA, ‘95) from the University of Southern California. His dissertation subject was Education and Training under the Defense Acquisition Workforce Improvement Act (DAWIA) Currently enrolled at Penn State University’s Adult Education – Distance Learning Certificate Program.
Dr. Gould is married to May Lun Lum formerly of Penang, Malaysia. The Navy employs Mrs. Gould, a computer scientist. Their publications include DEMING: The Way We Knew Him, St. Lucie Press, 1995. They have also appeared in the Paradigm Mastery Series videos released in 1997. Dr. Gould’s exploits as a cadet are identified in A Return to Glory.
